Digital Brunei 2030 launched as nation’s roadmap for digital growth

The Digital Brunei Council has announced the release of Digital Brunei 2030: The Digital Brunei Transformation Plan, a five-year national masterplan that will guide the country’s digital development through to 2030 under the theme “Together Towards a Digital Brunei.”

Formulated with the consent of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, Sultan and Yang Di-Pertuan of Brunei Darussalam, the masterplan represents the next phase of the nation’s digital journey, building on the foundations established by the Digital Economy Masterplan 2025 and supporting the broader goals of Wawasan 2035.

Digital Brunei 2030 consolidates four key national strategies into a single coordinated framework: the Digital Government Strategy, Digital Society Strategy, Digital Business Strategy, and the cross-cutting Data and Artificial Intelligence Strategy.

The plan was developed through extensive consultation, including the Digital Brunei Transformation Workshop held on 25 August 2025, which brought together leaders from government ministries and agencies, industry representatives and civil society.

The process reflects Brunei Darussalam’s transition from building foundational digital infrastructure to ensuring that these investments generate meaningful and sustainable outcomes for government, businesses and the wider community.

A central focus of the masterplan is strengthening alignment across ministries and agencies, as well as between the public and private sectors, to reduce fragmentation, improve efficiency and ensure digital initiatives complement rather than duplicate one another.

The announcement comes as Brunei Darussalam enters a new stage of digital readiness. Over the past decade, Unified National Networks has deployed more than 6,000 kilometres of fibre optic cable, expanded mobile coverage from 80 per cent to 96 per cent and achieved nationwide 5G connectivity.

Meanwhile, BruneiID has begun enabling secure access to government services through a single digital credential since its launch in January 2026, while the Tarus digital payment hub has continued processing transactions since becoming operational in March 2025.

With these foundations in place, the masterplan positions connectivity not as a challenge, but as a national asset capable of driving the next wave of economic and social development.

Among the flagship initiatives outlined in Digital Brunei 2030 are the Gov.BN SuperApp and Citizen Portal, the National Business Services Portal, continued expansion of BruneiID and digital payment systems, the development of an AI-capable data centre, the implementation of a National Sovereign Cloud with artificial intelligence computing capabilities, and the creation of a Brunei-context National Large Language Model.

Co-Chairs of the Digital Brunei Council, Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd Amin Liew bin Abdullah, Minister at the Prime Minister’s Office and Minister of Finance and Economy II, and Yang Berhormat Pengiran Dato Seri Setia Shamhary bin Pengiran Dato Paduka Haji Mustapha, Minister of Transport and Infocommunications, emphasised that the next phase of digital transformation must be measured by outcomes rather than infrastructure alone.

They highlighted the importance of ensuring that digital transformation contributes to higher productivity, lower transaction costs, improved service quality and a more conducive environment for enterprise and investment. At the same time, digital initiatives must support fiscal sustainability through interoperability and disciplined investment in shared digital foundations.

The ministers also stressed that successful digital transformation requires more than technology, pointing to the importance of strong governance, capable institutions and sustained commitment to implementation in partnership with industry and the public.

The Digital Brunei Council, which was renamed from the Digital Economy Council in August 2024 by His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, will oversee the implementation of the masterplan in collaboration with government agencies, industry stakeholders and delivery partners.

Implementation efforts will begin with the Digital Brunei 2030 Dialogue, scheduled to take place on 4 June 2026.
